Created by Congress under the Reorganization Plan No. 3 of 1970 (Reorg. Plan No. 3 of 1970, 35 Fed. Reg. 15623, reprinted in 5 U.S.C. App.), it acts within the authority that statute grants. Its actions are subject to judicial review and to congressional oversight and funding.
