GSA is the federal government's central business and operations agency. It manages federal office buildings and real estate, runs government-wide purchasing and contracting (including the GSA Schedules used by other agencies), and provides shared technology and administrative services. It serves the other federal agencies as customers rather than regulating the public.
Created by Congress under the Federal Property and Administrative Services Act of 1949 (Pub. L. 81-152, 63 Stat. 377; current organic provisions codified at 40 U.S.C. 301-302 (recodified by Pub. L. 107-217, 2002)), it acts within the authority that statute grants. Its actions are subject to judicial review and to congressional oversight and funding.
