What it does

The Department of the Interior (DOI) Secretarial Order 3299 established the Bureau of Ocean Energy Management (BOEM) and the Bureau of Safety and Environmental Enforcement (BSEE) on May 19, 2010. DOI Secretarial Order 3451, signed on July 10, 2026, reunifies BOEM and BSEE into a single Bureau - the Marine Minerals Administration (MMA). MMA manages development of the nation’s offshore energy, mineral, and geological resources in an economically beneficial and environmentally responsible way. MMA promotes safety, enforces regulations, and conserves offshore resources through strong oversight and accountability.
