ONDCP is a White House office that advises the President on drug policy and coordinates the anti-drug efforts of federal agencies. It writes the annual National Drug Control Strategy and oversees the budgets agencies devote to reducing drug use, trafficking, and related crime and health harms. Its Director, often called the 'drug czar,' is Senate-confirmed and serves at the pleasure of the President, with authority across departments but does not run enforcement agencies directly.

Created by Congress under the Anti-Drug Abuse Act of 1988 (creating ONDCP); current authority under the ONDCP Reauthorization Act of 1998, as reauthorized by the SUPPORT for Patients and Communities Act of 2018 (21 U.S.C. ch. 22, sec. 1701 et seq.; Pub. L. 100-690 (1988); Pub. L. 115-271 (2018)), it acts within the authority that statute grants. Its actions are subject to judicial review and to congressional oversight and funding.
