OSTP is an office within the Executive Office of the President that gives the President and White House staff expert advice on the science, engineering, and technology dimensions of policy, the economy, national security, and the environment. It also helps coordinate research and development priorities across federal agencies. Its Director, often called the President's science advisor, is appointed by the President and confirmed by the Senate and serves at the President's pleasure.
Created by Congress under the National Science and Technology Policy, Organization, and Priorities Act of 1976 (Pub. L. 94-282; 42 U.S.C. 6611 et seq.), it acts within the authority that statute grants. Its actions are subject to judicial review and to congressional oversight and funding.
