U.S. International Development Finance Corporation
The DFC is the U.S. government's development finance institution (its development bank). It provides loans, loan guarantees, equity investments, and political risk insurance to private companies investing in low- and middle-income countries, aiming to spur development while advancing U.S. foreign-policy and national-security interests. It does not lend to ordinary U.S. consumers; its customers are private investors and businesses operating abroad.
Created by Congress under the Better Utilization of Investments Leading to Development (BUILD) Act of 2018 (Pub. L. 115-254, Div. F; 22 U.S.C. § 9601 et seq. (amended by the DFC Modernization and Reauthorization Act of 2025, enacted in the FY2026 NDAA)), it acts within the authority that statute grants. Its actions are subject to judicial review and to congressional oversight and funding.
