(LATEST SUMMARY) Provides loans under the Small Business Act to any small business concern seriously and adversely affected by a shortage of: (1) fuel; (2) electrical energy; (3) energy-producing resources; or (4) raw or processed materials resulting from such shortages. Requires that the Small Business Administration determine that a concern has suffered or is likely to suffer substantial economic injury prior to the making of such loans. Amends 15 U.S.C. 636 (6). Authorizes the Small Business Administration to expend not in excess of $5,000,000 to provide either directly or through contract for the promotion, collection and dissemination of information on energy conservation to small business concerns.
