e Gas Reporting Rule for Reporting Year 2025 to March 10\, 2027
DESCRIPTION:The Environmental Protection Agency (EPA) is taking interim fi
nal action to extend the reporting deadline under the Greenhouse Gas Repo
rting Rule for reporting year 2025 data from October 30\, 2026\, to March
10\, 2027. This final action only changes the reporting deadline for ann
ual greenhouse gas reports for reporting year 2025 and makes no other cha
nges to the rule. The EPA is requesting comments on all aspects of this i
 nterim final rule.\nRecord: https://civibrief.com/actions/frl-2026-20982

SUMMARY:Takes effect: Project-Level Predecisional Administrative Review Pr
 ocess
DESCRIPTION:The U.S. Department of Agriculture is issuing a final rule ame
nding its Project-Level Predecisional Administrative Review Process regul
ations. These regulations establish the process by which the public may f
ile objections seeking administrative review of proposed projects and act
ivities implementing land management plans on national forests and grassl
ands. The Department is amending these regulations to consolidate and str
eamline processes\, increase efficiency\, and better align with the Agenc
y's statutory obligations and recent rescissions and revisions to Nationa
 l Environmental Policy Act regulations.\nRecord: https://civibrief.com/ac

SUMMARY:Comments close: Removing Deference to Prior USCIS Determinations o
 f Eligibility
DESCRIPTION:The U.S. Department of Homeland Security (DHS)\, U.S. Citizens
hip and Immigration Services (USCIS)\, proposes to remove 8 CFR 214.1(c)(
5)\, which generally provides that USCIS gives deference to a prior appro
val involving the same facts when adjudicating a request to extend a peti
tion for an alien's employment or stay. This change would better align DH
S regulations with the statute\, which places the burden of proving eligi
bility for all immigration benefits on the petitioner\, applicant\, or be
neficiary; strengthen adjudicatory review; and support agency priorities
to improve the integrity of the immigration system and better protect the
  interests of U.S. workers.\nComment: http://www.regulations.gov/commento

SUMMARY:Takes effect: Partial Repeal of the Carbon Pollution Standards for
  Fossil Fuel-Fired Electric Generating Units
DESCRIPTION:In this final rule\, the U.S. Environmental Protection Agency
(EPA) is repealing most provisions of the 2024 Carbon Pollution Standards
for greenhouse gas (GHG) emissions from fossil fuel-fired electric gener
ating units (EGUs) based on a reevaluation of the best system of emission
reduction for the relevant subcategories. Specifically\, the EPA is repe
aling the emission guidelines for existing fossil fuel-fired steam genera
ting units\, the carbon capture and sequestration/storage (CCS)-based sta
ndards for coal-fired steam generating units undertaking a large modifica
tion\, and the CCS-based standards for new base load stationary combustio
n turbines (i.e.\, Phase 2 standards). In a separate action published con
currently with this final rule\, the EPA is issuing a supplemental propos
al soliciting comment on additional reasons to rescind all GHG emission r
equirements for fossil fuel-fired EGUs to effectuate the best reading of
Clean Air Act (CAA) section 111 and ensure consistency with applicable pr
inciples of administrative law beyond those reasons on which the EPA soli
cited comment in the June 2025 notice of proposed rulemaking.\nRecord: ht

ty Act (the Act) to require Part D plan sponsors to permit any pharmacy t
hat meets standard contract terms and conditions under the plan to partic
ipate as a network pharmacy of the plan. Section 6223(a) of the CAA\, 202
6 further requires that\, notwithstanding any other provision of law\, fo
r plan years beginning January 1\, 2029\, such standard contract terms an
d conditions offered by Part D plan sponsors must be reasonable and relev
ant according to standards established by the Secretary of the Department
of Health and Human Services. Finally\, section 6223(a) of the CAA\, 202

DESCRIPTION:The Coast Guard announces its intent to enter a Cooperative Re
search and Development Agreement (CRADA) with LOOKOUT to assess Super Int
elligence for automated target detection and establish a reliable coverag
e-factor value supporting data-driven Lateral Range Curve (LRC) results f
or Search and Rescue (SAR) operations. Proposed tools must be high techno

ensors. While considering LOOKOUT\, the Coast Guard seeks public comment
on the proposed CRADA and potential participation by other parties. Inter

SUMMARY:Comments close: Outbound Investment Security Program Regulations
DESCRIPTION:This proposed rule sets forth regulations that would implement
Subtitle C of the Comprehensive Outbound Investment National Security Ac
t\, which is codified at Title VIII of the Defense Production Act. The pr
oposed rule would require United States persons to provide notification t
o the U.S. Department of the Treasury regarding certain transactions invo
lving foreign persons that are engaged in notifiable technologies; and pr
ohibit United States persons from engaging in certain other transactions
involving foreign persons that are engaged in prohibited technologies. Wh
ere consistent with Title VIII\, the proposed rule incorporates certain d
efinitions and concepts from the current regulations governing the Outbou
nd Investment Security Program. The proposed rule also would add applicab
ility dates to the regulations\, such that those regulations would contin
ue to apply to activities that occurred within the relevant timeframe.\nC

SUMMARY:Comments close: Notice of Publication of U.S. Resources Management
Industry Listing and Opportunity To Apply for the Listing
DESCRIPTION:The International Trade Administration (ITA) announces the lau
nch of the U.S. Resources Management Industry Listing (RMIL)\, or "indust
ry listing." The RMIL is intended to identify U.S. companies operating in
water and wastewater treatment; waste management and recycling\, includi
ng critical minerals recycling; air quality measuring\, monitoring and co
ntrol; monitoring and instrumentation; weather and forecasting; and other
resources management sectors for informational\, engagement\, and policy
support purposes. The RMIL will provide a platform for U.S. companies to
market their products and services\, raising their visibility with inter
national buyers seeking to purchase U.S. resources management solutions.
The RMIL supports ITA's efforts to promote American technologies and serv
ices to overseas partners and position U.S. companies to compete for inte
rnational project opportunities. Eligible companies may now apply to be l
isted in the RMIL. The industry listing will be published online and will
be maintained by the International Trade Administration's Office of Ener
