SUMMARY:Takes effect: Application for Relief From Disabilities Imposed by
Federal Laws With Respect to the Acquisition\, Receipt\, Transfer\, Shipm
ent\, Transportation\, or Possession of Firearms
DESCRIPTION:The Department of Justice ("the Department") is implementing c
riteria to guide determinations for granting relief from disabilities imp
osed by federal laws with respect to the acquisition\, receipt\, transfer
\, shipment\, transportation\, or possession of firearms. The criteria ar
e designed to ensure that the fundamental right of the people to keep and
bear arms is not unduly infringed\, that those people granted relief are
not likely to act in a manner dangerous to public safety\, and that gran
ting such relief would not be contrary to the public interest.\nRecord: h

SUMMARY:Takes effect: Removal of Automatic Extensions for Certain Employme
 nt Authorization Documents
DESCRIPTION:On October 30\, 2025\, DHS published an interim final rule (IF
 R) that amended DHS regulations to end the practice of automatically exte
nding the validity of employment authorization documents (Forms I- 766 or
EADs) for aliens who have timely filed an application to renew their EAD
in certain employment authorization categories. This final rule responds
to comments received on the IFR and reaffirms and finalizes the provisio
ns of the IFR. Ending the automatic extension of EADs enhances benefit in
tegrity and prioritizes the proper vetting and screening of aliens before
granting a new period of employment authorization and/or a new EAD.\nRec

SUMMARY:Takes effect: Annual Notices on Explosive Materials Storage Facili
 ties to Local Fire Authority
DESCRIPTION:The Bureau of Alcohol\, Tobacco\, Firearms\, and Explosives ("
ATF") is amending Department of Justice ("Department") regulations on rep
orting explosive materials storage. Currently\, any person who stores exp
losive materials subject to ATF's explosives regulations must notify the
authority having jurisdiction for fire safety in that locality when they
begin storing explosives at that site. This rule adds a requirement to al
so submit written notices every 12 months thereafter and when the person
ceases storing explosives at that location and to retain copies of the no
tices for five years. These changes are intended to increase public safet
 y\, particularly for first responders.\nRecord: https://civibrief.com/act

SUMMARY:Takes effect: Implementing the Safe Explosives Act
DESCRIPTION:The Bureau of Alcohol\, Tobacco\, Firearms\, and Explosives ("
ATF") is finalizing two Department of Justice ("Department") interim fina
l rules ("IFRs") implementing the Safe Explosives Act. This rule formally
ends those rules' interim status\, responds to public comments from 2003
on the IFRs\, rescinds ATF Ruling 2003-5 issued in response to IFR comme
nts\, and makes certain revisions to IFR provisions in response to the co
mments. They clarify when federal licensees/ permittees must report chang

SUMMARY:Takes effect: Automated Commercial Environment (ACE) Electronic Ex
 port Manifest for Rail Cargo
DESCRIPTION:U.S. Customs and Border Protection (CBP) is revising its regul
ations pursuant to the Trade Act of 2002 requiring the transmission of ex
port manifest data electronically in the Automated Commercial Environment
(ACE) for cargo transported by rail for any train departing the United S
tates. This rule mandates the electronic transmission of rail export mani
fest information\, identifies the parties eligible to transmit informatio
n\, and describes the time frames prior to departure in which the informa
tion is due. This rule enables CBP to address important cargo security co
ncerns while providing efficiencies to the trade.\nRecord: https://civibr

SUMMARY:Takes effect: Alaska; Wildlife\, Harvest\, and Access
DESCRIPTION:The National Park Service (NPS) amends its regulations for hun
 ting\, fishing\, trapping\, and other harvest-related activities in Alask
a and the procedures used to restrict public use and access in Alaska par
k areas\, including for subsistence. This rule restores the regulatory fr
amework adopted to implement the Alaska National Interest Lands Conservat
ion Act of 1980 (ANILCA) in 1981 that guided management for more than thr
ee decades\, with targeted updates to that framework in response to publi
c comments and further agency review. The restored framework recognizes t
he complementary and distinct roles of the State of Alaska\, the Federal
Subsistence Management Program\, and the NPS in managing public uses and
resources in Alaska park areas. The rule removes regulatory changes made
in 2015\, 2017\, and 2024 that departed from that framework. These amendm
ents are consistent with Executive Orders 14153 and 14192 and Secretary o
 f the Interior's Orders 3422 and 3447.\nRecord: https://civibrief.com/act

SUMMARY:Comments close: Revising Requirements and Exceptions for Storing E
 xplosives
DESCRIPTION:The Bureau of Alcohol\, Tobacco\, Firearms\, and Explosives ("
ATF") proposes amending Department of Justice regulations listing excepti
ons to the requirement that explosive materials must be stored in locked
magazines. Specifically\, ATF proposes adding a testing exception; removi
ng restrictions limiting existing exceptions to materials being physicall
y handled or transported to a site for storing or using; excepting materi
als to be imminently used or transported; and adopting a perforating gun
exception. These changes would streamline on-site operations\, acknowledg
e developments in industry practices\, increase safety during these activ
ities by reducing how often explosives are moved\, and eliminate the requ
 irement for type 3 magazines.\nComment: http://www.regulations.gov/commen

SUMMARY:Comments close: International Traffic in Arms Regulations (ITAR):
Review of the U.S. Munitions List and Related Definitions and License Exe

DESCRIPTION:The Department of State (the Department) proposes to amend the
International Traffic in Arms Regulations (ITAR) to ensure that the U.S.
Munitions List (USML) focuses ITAR controls on the most sensitive techno
logies\, to improve regulatory transparency and clarity\, and to reduce r
egulatory burdens. The revisions proposed in this rule would remove certa
in items from the USML\, update definitions and standardize the regulator

 R. The Department also requests public comments to further refine ITAR co
