SUMMARY:Takes effect: Removal of Automatic Extensions for Certain Employme
 nt Authorization Documents
DESCRIPTION:On October 30\, 2025\, DHS published an interim final rule (IF
 R) that amended DHS regulations to end the practice of automatically exte
nding the validity of employment authorization documents (Forms I- 766 or
EADs) for aliens who have timely filed an application to renew their EAD
in certain employment authorization categories. This final rule responds
to comments received on the IFR and reaffirms and finalizes the provisio
ns of the IFR. Ending the automatic extension of EADs enhances benefit in
tegrity and prioritizes the proper vetting and screening of aliens before
granting a new period of employment authorization and/or a new EAD.\nRec

SUMMARY:Comments close: Privacy Act of 1974; System of Records
DESCRIPTION:Pursuant to the provisions of the Privacy Act of 1974\, as ame
nded\, the Department of Housing and Urban Development (HUD)\, Office of
Public and Indian Housing (PIH)\, is modifying the system of records noti
ce for the Inventory Management System (IMS)\, also known as the Public a
nd Indian Housing Information Center (IMS/PIC)\, and the Housing Informat
ion Portal (HIP). The modification incorporates two routine uses that wer
e previously added by separate notices and adds three new routine uses an
d updates the system manager and agency contact information. The incorpor
ated and new routine uses are listed as: (17)\, (18)\, (19)\, (20)\, and
(21). The modification also clarifies the Categories of Records in the Sy
stem\, Record Source Categories\, and methods of electronic collection an
d submission for IMS/PIC and HIP. These updates are explained in the SUPP
LEMENTARY INFORMATION section of this notice. IMS/PIC and HIP serve as a
national repository of information related to Public Housing Agencies (PH
A)s\, Tribally Designated Housing Entities (TDHE)\, HUD-assisted families
\, HUD assisted properties\, and other HUD programs\, for the purpose of
monitoring and evaluating the effectiveness of PIH rental housing assista
nce programs. IMS/PIC and HIP allow PHAs\, TDHEs\, and their hired manage
ment agents to electronically submit information to HUD that is related t
o the administration of HUD's PIH programs. They collect data for PIH ope
rations\, including data submitted via the internet from HUD's field offi
ces\, and accurately track activities and processes. IMS/PIC and HIP also
help to increase sharing of information throughout PIH and HUD\, which i
mproves staff awareness of activities related to the administration of HU
 D subsidized housing programs.\nComment: http://www.regulations.gov/comme

SUMMARY:Comments close: Rescission of the Greenhouse Gas Findings for Foss
il Fuel-Fired Power Plants and Repeal of Regulations for Power Plant Gree
nhouse Gas Emissions Under Clean Air Act Section 111
DESCRIPTION:In this action\, the U.S. Environmental Protection Agency (EPA
) is supplementing its proposal to repeal all greenhouse gas (GHG) emissi
on standards for fossil fuel-fired electric generating units (EGUs) to ef
fectuate the best reading of Clean Air Act (CAA) section 111. We propose
that CAA section 111 does not authorize the EPA to regulate emissions fro
m power plants in response to global climate change concerns. For the mul
tiple and independent reasons described herein\, this additional rational
e would also require rescinding the Administrator's contrary findings and
determinations in 2015 and repealing all associated 2015 and 2024 GHG st
andards for the fossil fuel-fired EGU source category. In a separate acti
on published concurrently with this supplemental notice\, the EPA is fina
lizing the repeal of certain 2024 GHG standards for the fossil fuel-fired
EGU source category on distinct legal and technical grounds. We are not
reopening that final rule. Nor are we soliciting further comment on those
issues through this supplemental notice\, except to the extent that comm
enters believe the final rule bears on the distinct questions of statutor
 y authority addressed herein.\nComment: http://www.regulations.gov/commen

SUMMARY:Takes effect: Raisins Produced From Grapes Grown in California; Or
der Amending Marketing Order No. 989
DESCRIPTION:This final rule amends Marketing Order No. 989\, which regulat
es the handling of raisins produced from grapes grown in California. The
Department of Agriculture approves and adopts amendments proposed by the
Raisin Administrative Committee (Committee) after due consideration of a
public hearing record\, and after California raisin producers voted in fa
vor of such amendments in a referendum. This rule reduces the Committee m
embership size from 47 to 21\, removes producer district representation a
nd adds an unaffiliated producer member seat\, eliminates the designated
cooperative bargaining association member seat\, and lowers quorum requir
ements from 25 to 14; removes the requirement for separate member and alt
ernate member position nominations for independent and small cooperative
producers; removes factor 4 and part of factor 5 for establishing marketi
ng policy and adds language clarifying the quality of reconditioned raisi
ns; and adds authority to accept voluntary contributions and language reg
arding ownership of intellectual property. In addition\, this action make

SUMMARY:Comments close: Removing Deference to Prior USCIS Determinations o

DESCRIPTION:The U.S. Department of Homeland Security (DHS)\, U.S. Citizens
hip and Immigration Services (USCIS)\, proposes to remove 8 CFR 214.1(c)(
5)\, which generally provides that USCIS gives deference to a prior appro
val involving the same facts when adjudicating a request to extend a peti
tion for an alien's employment or stay. This change would better align DH
S regulations with the statute\, which places the burden of proving eligi

neficiary; strengthen adjudicatory review; and support agency priorities

SUMMARY:Comments close: 21st Century ROAD to Housing Act Prohibition on La

DESCRIPTION:The Department of the Treasury (Treasury) is issuing this prop

OAD to Housing Act (the Act or the ROAD Act). Section 1001 of the ROAD Ac

omes\, subject to certain exceptions. The proposed rule would clarify cer
tain terms relevant to those restrictions\, including "large institutiona
l investor"; clarify the application of certain exceptions from the statu

DESCRIPTION:In this document\, the Federal Communications Commission (Comm

they still want. We also modernize our rules to ensure that consumers hav

s to interpret a revocation request as applying only to the specific cate
gory of informational robocalls to which the revocation was directed\, al
low callers to designate an exclusive means to revoke consent\, and amend
the exemption from the consent requirement for financial institutions to
