Organic Act of Guam (functions as Guam's constitution; Guam has no locally adopted constitution)
Adopted 1950. Its declaration of rights sits in Bill of Rights provisions in the Organic Act of Guam (48 U.S.C. ch. 8A), mirroring most of the federal Bill of Rights. This court has the final word on what the Guam constitution means.
