Revised Organic Act of the Virgin Islands (functions as the territory's constitution; no locally ratified constitution)
Adopted 1954. Its declaration of rights sits in Bill of Rights provisions within the Revised Organic Act of 1954 (sec. 3), extending most federal constitutional rights to the territory. This court has the final word on what the U.S. Virgin Islands constitution means.
