A President and the officials they appoint, taken together, over one term. Also the ordinary work of running a program, as in public administration.

When coverage says the administration did something, it usually means an agency acted under a presidential directive, and the distinction matters for what can be challenged and how. An administration's directives, appointees, and enforcement priorities largely leave with it. Statutes and regulations do not, which is why undoing a predecessor's rule takes a rulemaking rather than an announcement.
