Rules are published chronologically in the Federal Register, then folded into the CFR by subject so a reader can find the current requirement without tracing every amendment. The eCFR provides a continuously updated version. When someone cites 40 CFR Part 60, they are pointing at a regulation, written by an agency, not at a statute Congress passed.
