constituent
A person who lives in the district or state an official represents. Being one is what gives you a claim on that office's help.

Congressional offices serve the people of their district or state, and by long-standing courtesy they refer non-constituents to their own representatives rather than intervening. Constituency is geographic, not partisan: a member represents everyone in the district, including the people who voted against them and those too young to vote at all.
