A declaration triggers a set of standby statutory powers and states a formal legal condition between nations. Its disuse does not mean force has been unauthorized: Congress has instead passed authorizations for the use of military force, and presidents have acted unilaterally in many smaller operations, which is the core of the modern war powers dispute.
