congressional delegation
All the members of Congress from one state, taken together: its two senators and all of its representatives, of whichever parties.

Delegations act as informal blocs on matters affecting their state, from disaster aid to military bases, and often across party lines. The size of one is a direct function of population, so a state's delegation is the clearest local consequence of apportionment. In another sense entirely, delegation means Congress handing rulemaking authority to an agency.
