The clause has been applied to prison conditions, to proportionality in sentencing, and to categorical limits on the death penalty for juveniles and people with intellectual disabilities. Timbs v. Indiana (2019) incorporated the Excessive Fines Clause against the states, a ruling with direct implications for civil forfeiture and fee-driven local enforcement.
