majority-minority district
A district where a racial or language minority makes up a majority of voters, drawn so that group can elect a candidate of its choice.

Section 2 of the Voting Rights Act can require such a district where a minority group is large and compact enough, votes cohesively, and is usually defeated by bloc voting. At the same time, the Constitution forbids making race the predominant factor without sufficient justification. Mapmakers work in the narrow band between those two commands, and litigation over where it lies is constant.
