An incorporated local government: a city, town, village, or borough, created under state law with a charter and defined powers.

Municipalities provide police and fire service, local streets, water and sewer, zoning, and parks, funded largely by property and sales taxes. Their authority comes from state law, either through a general grant of home rule or through specific statutory delegations. Unincorporated areas are governed directly by the county.
