Individual income and payroll taxes together supply roughly four-fifths of federal receipts. Corporate income taxes contribute far less than most people assume, and customs duties less still. Revenue rises and falls with the economy independently of any policy change, which is why year-over-year comparisons need to account for the business cycle.
