Funding enacted outside the regular annual cycle, usually for disasters, war, or a crisis that could not be anticipated.

Supplementals move fast and often outside normal budget caps, sometimes designated as emergency spending that is exempt from offset requirements. That exemption makes them a favored vehicle for adding unrelated priorities, and it is why the contents of a supplemental frequently receive more attention than the emergency prompting it.
