U.S. territory
Land under U.S. sovereignty that is not a state: Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands.

Residents of the territories are U.S. citizens, except in American Samoa where they are nationals by birth, and they cannot vote for President while residing there and have no voting representation in Congress. Congress governs the territories under the Territory Clause, and the early twentieth-century Insular Cases still shape which constitutional provisions apply.
