Article I, Section 5 provides that the yeas and nays of the members shall be entered on the journal at the desire of one fifth of those present. This is why individual votes are knowable at all: without it a chamber could conduct its entire business by voice. Every roll-call record this app publishes exists because someone exercised that right or the rules required it.
