Truth in Lending Act Amendments

A bill to amend title II of the Social Security Act to increase from 12 to 36 months the period for which benefits may be paid to an individual prior to the actual time of his or her application for such benefits.

A bill to amend the Internal Revenue Code of 1954 to allow certain individuals who have attained age 62 a refundable tax credit for the amount of the Federal excise tax imposed on gasoline purchased by such individuals for use in their motor vehicles.

Child and Family Services Act

A bill to amend section 9441 of title 10, United States code, to provide for the budgeting by the Secretary of Defense, the authorization of appropriations, and the use of those appropriated funds by the Secretary of the Air Force, for certain specified purposes to assist the Civil Air Patrol in providing services in connection with the noncombatant mission of the Air Force.

A bill to prohibit the military departments from using dogs in connection with any research or other activities relating to biological or chemical warfare agents.

A bill to amend the Emergency Petroleum Allocation Act of 1973 to authorize and require the President of the United States to allocate plastic feedstocks produced from petrochemical feedstocks.

A bill to amend title XVI of the Social Security Act to provide for emergency assistance grants to recipients of supplemental security income benefits, to authorize cost-of-living increases in such benefits and in State supplementary payments, to prevent reductions in such benefits because of social security benefit increases, to provide reimbursement to States for home relief payments to disabled applicants prior to determination of their disability, to permit payment of such benefits directly to drug addicts and alcoholics (without a third party payee) in certain cases, and to continue on a permanent basis the provision making supplemental security income recipients eligible for food stamps, and for other purposes.
