bicameral
Having two chambers. Congress is bicameral, and so is every state legislature except Nebraska's, which is unicameral.

The two-chamber design was the compromise that made the Constitution possible: representation by population in the House, equal representation by state in the Senate. Its practical effect is friction. Passing anything requires assembling two different majorities answering to two different constituencies on two different clocks.
