One of the two houses of a legislature. Congress has two: the House of Representatives and the Senate. A bill must pass both, in identical text.

Each chamber writes its own rules, elects its own leaders, and disciplines its own members, which is why House and Senate procedure differ so sharply. The requirement that both agree is the internal check inside the legislative branch, and it is the reason a measure with broad support in one chamber can die without a vote in the other.
