Byrd rule
The Senate rule stripping provisions from a reconciliation bill that are not primarily budgetary. It is why reconciliation cannot carry most policy changes.

A provision violates the rule if it has no budgetary effect, if the effect is merely incidental to a policy change, if it exceeds the committee's instructions, or if it increases deficits beyond the budget window. The parliamentarian advises on each challenge in a process nicknamed the Byrd bath, and waiving the rule takes sixty votes.
