Each chamber employs a parliamentarian who interprets its rules and precedents and advises the presiding officer in real time. The advice is not binding, but ignoring it is rare and costly. The Senate parliamentarian's Byrd rule rulings, deciding which provisions are budgetary enough to survive reconciliation, routinely reshape major legislation before it is ever voted on.
