Title II covers hotels, restaurants, and theaters; Title VI bars discrimination by recipients of federal funds; Title VII covers employment by employers above a size threshold and created the EEOC. Congress grounded the public accommodations provisions in the Commerce Clause, which the Supreme Court upheld in 1964.
