The people an elected official represents, defined by geography: a congressional district, a state, a county, a ward.

Constituency is the office's territory and the people in it, not the official's supporters. A senator's constituency is the whole state, including everyone who voted against them. The size and shape of a constituency drives behavior: a statewide constituency and a safe district reward different things from the same officeholder.
