constitutional convention

A body assembled to write or revise a constitution. The 1787 Philadelphia convention wrote this one; an Article V convention has never been called.

The Philadelphia convention was authorized only to revise the Articles of Confederation and instead drafted a replacement, which is the standard example in arguments about whether a modern convention could be limited to a single subject. Article V requires two-thirds of state legislatures to apply for one, and Congress to call it.
