For the State of the Union and inaugurations, one eligible Cabinet member stays at a secure undisclosed location so the executive branch would survive a catastrophe at the Capitol. Congress has adopted a parallel practice of keeping some members away. The custom has no statutory basis; it follows from the Presidential Succession Act's ordering.
