The VA runs the country's largest integrated health system alongside a benefits administration that adjudicates millions of disability claims a year. Those claims are agency adjudications with their own appeals path, ending at the Court of Appeals for Veterans Claims and then the Federal Circuit, which is why VA casework is such a large share of congressional office workload.
