Election Assistance Commission
The small federal agency that tests and certifies voting systems, maintains the federal registration form, and distributes election funds to the states.

The EAC is bipartisan by design, with four commissioners and no more than two from one party, and it has no authority to run elections or order states to do anything. Its practical influence flows through the Voluntary Voting System Guidelines, which most states adopt as their equipment standard, and through the data it collects nationally.
