Help America Vote Act
The 2002 law passed after the 2000 Florida recount. It funded new voting equipment, created the Election Assistance Commission, and required provisional ballots.

HAVA set minimum federal standards: statewide computerized voter registration databases, provisional ballots, accessible voting systems for people with disabilities, and identification requirements for certain first-time mail registrants. It also created the EAC to test and certify voting systems and distribute funds, while leaving administration itself to the states.
