The agency regulating radio, television, wire, satellite, and cable. It licenses broadcasters and administers spectrum, but does not regulate newspapers or most online speech.

The FCC has five commissioners, no more than three from one party. Its authority over broadcast content is narrow and grounded in the scarcity of licensed spectrum, covering indecency limits, political advertising rules, and equal opportunities for candidates. The Fairness Doctrine, requiring balanced treatment of controversial issues, was abandoned in 1987.
