The 1996 provision saying online services are not treated as the publisher of what users post, and are not liable for good-faith moderation decisions.

Two clauses do the work: one bars treating a service as the publisher of third-party content, and the other protects removing material the service considers objectionable. Together they permit both hosting and moderating without liability for each. Proposals to amend it come from opposite directions, some seeking more moderation and others less.
