The right to gather peaceably, including to protest. Government may impose neutral rules on time, place, and manner, but not on the message.

Assembly is protected together with the associated right of expressive association, which shields membership in groups from compelled disclosure in many circumstances. Permit requirements for large gatherings on public property are generally lawful when applied evenhandedly and without discretion over content.
