Most districts assign cases randomly among their judges, but single-judge divisions guarantee who will hear a case filed there. Litigants seeking nationwide injunctions against federal policy have used those divisions deliberately. The Judicial Conference has urged districts to randomize assignment for cases seeking nationwide relief, but adoption is up to each district.
