The courts
judicial ethics
The rules governing judges' conduct, financial disclosure, gifts, and outside activity. Binding on lower federal judges through the Judicial Conference.
In full
The Code of Conduct for United States Judges and the Ethics in Government Act require annual financial disclosure and restrict outside income, gifts, and political activity. The Supreme Court is not covered by the lower-court code; it adopted its own code of conduct in 2023, without an enforcement mechanism, which is the heart of the ongoing debate.
