Anyone may lobby: a corporation, a union, a nonprofit, or a resident calling a representative. Paid lobbyists who meet statutory thresholds must register and file quarterly reports of issues, clients, and spending. Because lobbying is petitioning, the constitutional approach has been transparency rather than restriction.
