The right to ask government for redress of grievances: contacting officials, filing complaints and lawsuits, testifying, and organizing others to do the same.

The oldest of the First Amendment freedoms, predating the Constitution in English law. It covers far more than signing a petition: lobbying, litigation, administrative complaints, and public comment on rules are all petitioning activity. It protects the act of asking, not any right to a favorable answer.
