The elected floor leader of the chamber's smaller party: chief negotiator, spokesperson, and the person who decides where the minority spends its limited procedural leverage.

The minority leader cannot schedule floor time, so the job is leverage rather than control: negotiating over amendments and unanimous consent, deciding when to force procedural votes, and holding the party together on the votes that matter. In the House the minority leader is the party's likely Speaker if it wins the next majority.
