National Voter Registration Act
The 1993 law, known as motor voter, requiring states to offer voter registration at driver licensing and public assistance offices and to accept a federal mail form.

The NVRA made registration a routine part of other government transactions and set federal rules for keeping rolls current: a voter may not be removed solely for not voting, and general list maintenance must stop 90 days before a federal election. Six states with same-day registration or no registration requirement are exempt.
