Article I gives Congress power to establish post offices and post roads. The modern Postal Service is self-funded, governed by a bipartisan board that selects the Postmaster General, and regulated on rates by a separate Postal Regulatory Commission. Its independence from annual appropriations is what makes its finances and its role in mail voting a recurring policy question.
