The government's semiannual list of regulations each agency plans to propose or finalize. The closest thing to advance notice of what is coming.

Twice a year, agencies publish their regulatory agendas with the stage, priority, timetable, and legal authority for each rule under development. Dates slip constantly and entries disappear, so it is a plan rather than a promise. Still, it is the earliest public signal that an agency intends to act, often a year or more before a proposed rule appears.
