An order barring or requiring conduct for the life of a lawsuit, granted after a hearing and based on a preview of who is likely to win.

The moving party must show a likelihood of success on the merits, irreparable harm without relief, a balance of hardships in its favor, and that relief serves the public interest. It is immediately appealable, which is why so many challenges to federal policy are effectively resolved at this stage long before any trial.
