Treaty Clause
The President makes treaties by and with the advice and consent of the Senate, provided two-thirds of senators present concur.

The two-thirds threshold is among the highest in the Constitution and is why most modern international commitments take the form of executive agreements instead. A ratified treaty is part of the supreme law of the land, though many treaty provisions are not self-executing and require legislation before courts will enforce them.
