Section 1 confirms the Vice President becomes President on removal, death, or resignation. Section 2 lets the President nominate a new Vice President subject to confirmation by both chambers, used in 1973 and 1974. Sections 3 and 4 handle inability: the President may transfer power voluntarily, or the Vice President and a majority of the Cabinet may declare the President unable, subject to congressional resolution.
